Permanent Pathway for Temporary Residents - September, 2022

Minister of Immigration, Refugees and Citizenship Canada is working on a new path to create a permanent pathway for temporary residents.

Although you have to wait for the formal announcement to find out whether you are eligible for PR through the new pathway you need to prepare so that you can quickly transition from a temporary to permanent residence.

Here is a list of documents that you should have ready:
  • Valid work permit
  • VALID Language test result
  • VALID Educational Credentials Assessment
  • VALID Passport (for you and your dependents)
  • VALID Police Clearance
  • Permanent Residence Photos (for you and your dependents)
  • Birth Certificates (for you and your dependents)
  • Marriage Certificate
  • Reference letters from employers
  • Notice of Assessments
  • Record of Employment
  • T4
  • Pay stubs

Make sure all documents are scanned and saved on your computer.

Hire a home child care provider or home support worker
As of June 18, 2019, there are 2 pilots to let you hire a foreign in-home caregiver:
  • Home Child Care Provider pilot
    National Occupational Classification 4411, excluding foster parents
  • Home Support Worker pilot
    National Occupational Classification 4412, excluding housekeepers
The Home Child Care Provider and Home Support Worker pilots provide in-home caregivers with the opportunity to become a permanent resident once they have 2 years of eligible work experience in Canada. Bridging open work permit for permanent residence applicants
A bridging open work permit (BOWP) lets you keep working while you wait for the results of your permanent residence application. You may be eligible if you applied to 1 of the permanent residence programs below:
  • Permanent residence using Express Entry
  • Provincial Nominee Program (PNP)
  • Home Child Care Provider Pilot or Home Support Worker Pilot
  • Caring for children class or caring for people with high medical needs class

Agri-Food Pilot begins accepting applications May 15
The 3-year pilot will test an industry-specific approach to help employers in the meat processing, mushroom and greenhouse production, and livestock-raising industries fill ongoing labour needs for full-time, year-round employees. It will provide a pathway to permanent residence for many temporary foreign workers already in Canada.

Federal Skilled Trades
Minimum requirements have at least 2 years of full-time work experience (or an equal amount of part-time work experience) in a skilled trade within the 5 years before you apply meet the job requirements for that skilled trade as set out in the National Occupational Classification, except for needing a certificate of qualification have a valid job offer of full-time employment for a total period of at least 1 year or certificate of qualification in that skilled trade issued by a Canadian provincial, territorial or federal authority

In assessing an application for temporary residence, an officer should consider, among other factors, the following:
  • the length of time that the client will be spending in Canada
  • means of support
  • obligations and ties to the home country
  • the purpose and the context of the stay
  • the credibility of documents and information submitted
  • past compliance with requirements of the IRPA and the Immigration and Refugee Protection Regulations (IRPR) that are applicable to temporary residents (visitors, students and workers), as well as information available in biographic and biometric information sharing
